The arm member 1 includes a swinging arm 13. The shaft unit 2 consists of a switching mechanism that switches between the limit mode and the limit release mode in accordance with the engagement/disengagement of a protruding/receding engaging shaft 22 with/from the arm 13, and includes an internal operated part 23 operated from the internal switching unit 3 and an external operated part 24 operated from the external switching unit 4. The internal switching unit 3 includes an internal operation piece 32 and an internal switching knob 33, and the external switching unit 4 includes an external operation piece 42 and an external switching knob 43.
