TOKYO, Nov. 7 -- Prime Minister and His Cabinet issued the following information:
On November 7, 2025, Prime Minister Takaichi held the eighth meeting of the Council for the Promotion of Economic Security at the Prime Minister's Office.
At the meeting, the participants engaged in discussions on the further promotion of economic security.
Following the discussion, the Prime Minister said:
"It has been three years since the Economic Security Promotion Act was enacted. During this period of time, the international situation has been changing with unprecedented speed and complexity. Japan is finding itself in the midst of the most severe and complex security environment since the end of World War II.
Amid such circumstances, it is necessary to further strengthen measures to enhance the resilience of supply chains, for example, by rebuilding our shipbuilding capabilities and securing critical minerals. In particular, I understand that each ministry conducts supply chain assessments, but I ask that these efforts be carried out on a continuous basis. Moreover, we need to review the stable provision of core infrastructure services, including the enhancement of security of medical infrastructure.
Japan must promptly and vigorously respond to such changes and emerging challenges.
The National Security Strategy positions 'economic security' as ensuring Japan's national interests, including not only its peace and security, but also its economic prosperity.
Our Cabinet will aim to achieve robust economic growth through bold 'strategic investments that enhance resilience against potential crises,' while ensuring the firm safeguarding of Japan's economic security.
I ask Minister in charge of Economic Security Onoda to take into account what I have just stated as well as expert opinions and swiftly commence discussions toward the amendment to the Economic Security Promotion Act.
At the same time, I request that going forward, the relevant ministers work closely together with Minister Onoda in the consideration of concrete details on the legal revisions, while actively cooperating in the effective promotion of economic security programs, including the establishment of a comprehensive think-tank.
