① not come under Article 7 of the Regulations concerning the Contract for LMO/IAA. Furthermore, Minors, Persons under Conservatorship or Persons under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 8 of the Regulations concerning the Contract for LMO/IAA.
③ have Grade A, Grade B or Grade C in "Provision of Services, etc." in terms of the qualification for participating in tenders by Ministry of Defense (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and have a qualification for participating in tenders in Kanto-Koshinetsu Area. (In case that a company or a person which/who has already applied for the commencement of the procedure for the resuscitation under the Company Resuscitation Law or Civil Resuscitation Law, it/he/she should have got a grade again after the decision of the commencement of the procedure.)
④ not have applied for the commencement of the procedure for a resuscitation under the Company Resuscitation Law or not have applied for the commencement of the procedure for a resuscitation under the Civil Resuscitation Law (except for persons who have received the grade again mentioned in ③above).
⑤ not have been under suspension from Transactions by the request of the LMO/IAA or Ministry of Defense.
⑥ not have failed to pay the corporation tax, consumption tax and local consumption tax.
⑦ have been granted the bid manual, etc.
⑧ take the oath of the items on excluding gangster organizations.
⑨ submit the documents required by the bid manual.
⑺ The language used for application and inquiry shall be Japanese.

⑼ Grant method of the bid manual : The bid manual will be issued from 25 February, 2026 to 15 April, 2026. In principle, the bid manual shall be issued by E-mail. If you wish to receive it, you should send an E-mail to ⑻with the qualification of ⑹③attached as a PDF file. If you would like to be provided with papers, you will be able to receive them at ⑻in exchange for the copy of the qualification. If you would like to be provided with by mail or delivery, you should send a mail to ⑻which contains the copy of the qualification and an envelope which is to be sent back to you with sufficient postage stamp or a delivery label of cash on delivery attached. In case that you suffer any disadvantage or damages by the email or postage, LMO will never compensate it.
⑽ Time-limit for tender : 17 : 00, 28 May 2026. In principle, the tender should be submitted to ⑻by registered mail or consignment. If you would like to bring and hand in the tender at ⑻, you should make an appointment in advance. Submission by FAX and other method are not accepted.
