⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have the Grade "A", "B", "C" or "D" in terms of qualification "Provision of services" at Shikoku area for participating in tenders by Ministry of Agriculture, Forestry and Fisheries (Single qualification for every ministry and agency) in the fiscal year 2025, 2026 and 2027.
④ get the permission of specially controlled industrial waste disposal service that managing the following specially controlled industrial wastes in accordance with Paragraph 6 of Article 14-4 of "Waste Management and Public Cleansing Law".
・Sludge, waste acid or alkali (heavy metals, organochlorine compound, PCB, agricultural chemicals, dioxins etc, which exceed a certain concentration)
⑤ get the permission of specially controlled industrial waste collection and transport service from the prefectural governor with the jurisdiction over the area in which the person is to conduct the service in accordance with Paragraph 1 of Article 14-4 of the Law.
⑥ not petition for reorganization proceedings in accordance with Corporate Reorganization Law, not petition for rehabilitation proceedings in accordance with Civil Rehabilitation Law.
⑦ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order concerning the Budget, Auditing and Accounting.
⑧ Prove not to be a period of receiving nomination stop from the contracting officer etc.
⑺ Time-limit for submisson of certificates : 5 : 00 P.M., 14 May, 2026
⑻ Time-limit for tender : 10 : 00 A.M., 4 June, 2026 (tenders submitted by mail 5 : 00 P.M., 3 June, 2026)
