⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :

Further, those persons who are minors, or Persons under Assistance who have obtained the consent required for concluding a contract may be applicable in cases with special reasons within the said clause,
② Not be covered by Article 71 of the Cabinet Order concerning the Budget, Auditing, and Accounting,
③ Be rated with an "A", "B" or "C" during fiscal years 2025/2026/2027 for the "Sale of Products." for the participation in tenders by the Ministry of Health, Labor, and Welfare, which is the uniform qualification for every ministry and agency,
④ Be a person who is deemed not to state false Facts in the qualification screening application form or attached document.
⑤ Those persons recognized as not having an extreme decline in their operating circumstances or perceived trustworthiness, and who are able to appropriately execute contracts,
⑥ Not be currently under a suspension of business order as instructed by the Obligating Officer Qualifications or declared ineligible for participating in the tendering procedures,
⑦ Within the past year, you have not received administrative punishment etc due to violation of law of the Ministry of Health, Labor and Welfare.
⑧ For bidders subject to the following insurance system of each item, and it is not in arrears either of insurance premiums (2 insurance year about "e" and "f") for the last two years of the bid submission deadline of this bid :
a Welfare annuity insurance
b Health insurance (the thing which association of national health insurance has jurisdiction over)
c Seamen's insurance
