① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Not come under Article 71 of Cabinet Order concerning the Budget, Auditing and Accounting.
③ The applicant must hold a Unified Qualification for Participation in Competitive Bidding (All Ministries and Agencies Unified Qualification) for fiscal years 2025, 2026, and2027), valid in the Kinki Region, and be classified as Grade A, B, or C in either "Sale of Goods" or "Provision of Services, etc."
④ Not be under a suspension of transactions (business suspension) imposed by the Ministry of Health, Labour and Welfare at the time of bidding.
⑤ Not be a person who has made any false statement in the application for qualificationscreening or in any document attached thereto.
⑥ Not be a person whose business conditions or creditworthiness has deteriorated significantly.
⑦ Where the Employees' Pension Insurance, Health Insurance, Seamen's Insurance, National Pension, Workers' Accident Compensation Insurance, and Employment Insurance are applicable, the bidder must have no delinquency in the payment of insurance premiums for the two years immediately preceding the deadline for submission of bids under this tender (or, in the case of Workers' Accident Compensation Insurance and Employment Insurance, for the most recent two insurance fiscal years). For Workers' Accident Compensation Insurance and Employment Insurance, if the due date for completion of the annual renewal procedures for the relevant fiscal year has not yet arrived, there must be no delinquency in the payment of insurance premiums for the previous and second previous fiscal years. If the due date has already passed, there must be no delinquency in the payment of insurance premiums for the relevant fiscal year and the previous fiscal year. (Where installment payment has been approved, this requirement applies only to premiums for which the payment due date has already arrived.)
⑧ In the case of a person who, within one year prior to the deadline for submission of tenders for this procurement, has been referred for prosecution, subjected to an administrative disposition, or received administrative guidance (limited to those publicly announced by an administrative authority) as a result of violating laws and regulations administered by the Ministry of Health, Labour and Welfare, such person shall not be deemed likely to impair the fair execution of the subject services or the maintenance of public confidence in such services.
