⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Persons under Conservatorship or Persons under Assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Have Grade A or B in "Manufacture of product or sale of product" in terms of the qualification for participating in tenders by Organizations in the Kanto・Koushinetsu region related to the Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal years 2025, 2026 and 2027. ④Have got the Permission as general gas utilities based on the Gas Utility Industry Law, or who is performing the notification as an gas lead pipe entrepreneur based on the Law, or those who is performing the notification as large quantity gas utilities based on the Law. ⑤Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order.
