5 )not be the Building constructor that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned.
6 )The person who obtained a bid manual from the person of ordering directly.
7 )have proven to have actually fulfilled the service concerned or the service with performance similar to that of the service concerned.
