④ prove to have the ability to lease the relevant goods by themselves or through a third party ;
⑤ not be currently under a suspension of nomination by any national government organizations located in Saitama Prefecture or Tokyo ;
⑥ be able to submit a written pledge that they are not members of organized crime groups ;
⑦ meet the other requirements specified in the tender documentation.
