③ Have Grade A, B or C "Manufacture of product" or "Sale of product" in terms of the qualification for participating in tenders by Cabinet Office (Single qualification for every ministry and agency) in the fiscal years 2025, 2026, & 2027.
④ Are not being suspended from transactions by request from the officials in charge of contract.
⑤ Are not substantially involving in any organized crime syndicates or being excluded from Japanese government bidding competition.
⑥ Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order
